I know theres alot of crap about this out there all over the internet but i was wondering, how do I spawn NPC's and set dialogue for them because I keep looking but can never find the correct files for this.

The SQL database file controls the spawn location of the NPC. However, depending on the source structure you're using, setting up the dialog can vary.
